WaterLOUPE: water scarcity risks to the industry and strategies to cope phase 2
The production processes of Kimberly-Clark require considerable amounts of water. Being one of the big water users among other beneficial uses such as drinking water production, agriculture, ecology and recreation Kimberly-Clark wants to take responsibility for sustainable water resource management in regions showing a risk of, among others, water scarcity.
Water related risks such as water scarcity should be assessed to ensure sufficient water of good quality for now and in the future for all stakeholders in a river basin at risk. In 2017 Kimberly-Clark and Deltares started a cooperation to tackle that challenge. One of the main developments of the project is a water risk dashboard (WaterLOUPE) to visualize the water scarcity risks to all stakeholders at the local level. From 2017 to 2019, the approach was implemented for cases in Colombia, in Sao Paulo, Argentina, Cape Town, Israel and Bahrain. With several local cases developed in different types of catchments, climatic and economical zones and many interactions with end-users, we wish to improve the current tool (underlying local data, scientific concepts and visualisation) and expand the module on adaptive strategies by adding information on vulnerability, adaptive pathways and bankability.
Our goal is to provide the WaterLOUPE users with insights in the possible measures to decrease water scarcity risks, putting these measures in perspective and support them in promoting water stewardship, ultimately
contributing to SDG6.
Doel van het project
The aim of this project is to further develop the user-friendly dashboard (WaterLOUPE) by adding a new module on adaptive strategies. Currently it already provides information to all beneficial users on the water scarcity risks related to the water use and level of water stress at the scale of their watershed. Both the current situation and the situation under different socio-economic and climate change scenarios are assessed and mostly general recommendations related to those risks are shared.The current dashboard is user-friendly publicly available based on data from local national and global scale and presents indicators at the basin sub-basin level and per sector. The web-based version will be launched on World Water Day in March 2019 in cooperation with Kimberly-Clark. Additionally following the successful webinar of 2018 and the stakeholder meeting with other multinationals we will further engage with potential partners and ambassadors through one on one meetings and by organizing a dedicated session at the AIWW in November 2019. These organisations are either potential users will help in up-scaling the use of the dashboard or help fund future developments and related workshops in basins where they are economically active.Figure 1: snapshot of the first page of web-based tool and the mock-up of the adaptive strategies.In 2019 we will build the new module on adaptation strategies by using the basin around Cape Town as a case. This module is focusing on adding information that supports the user (plant manager association of farmers water authorities) in choosing the adequate mitigation/adaptation strategy and will help answer the following questions. Which actor-group will benefit from the adaptation strategy? What are side effects? What strategy should be prioritized based on the impacts of the different beneficials and for reaching the SDGs? Contacts with other stakeholders than Kimberly-Clark were initiated in a first engagement meeting with Heineken Shell Wetlands international and Ecolab.This innovative approach now reaches its final phase in which we want to add a module on adaptive strategies and to make the tool applicable for industries to assess both water related climate risks and adaptation strategies. Main aim of the tool is to support industries by improving their water stewardship in catchments all over the world and to support decision making on future investments in reducing climate risks.Innovative of WaterLOUPE is the risk assessment at actor-group level instead of only at sector level. The following activities will mostly be carried out in 2019. A few dissemination activities will take place beginning of 2020.
• Computation of solution strategies to populate the new module on adaptation strategies.
Organization of two workshops in Cape Town and in Lima (Peru) with local authorities NGO’s and other stakeholders to discuss current water risks and possible scenario’s (climate change socio-economic regulations and policies) for that area and the impact of those scenario’s on those risks discuss new concepts (adaptation strategies) to be integrated in the new release of WaterLOUPE.
• Peru Cape Town Israel and Bahrein: Analysis of current water availability and water related risks for the stakeholders for the watersheds Identification of future scenarios in terms of climate change socio-economic developments (land use changes) changes in policies and regulation Analysis of future water availability and water scarcity-related risks for two time horizons including risk of changing regulation
• Integrate data results of the watershed water risk assessments into the WaterLOUPE dashboard (Peru Cape Town Israel and Bahrein)• Organization of a dedicated session on water risks for the private sector at the AIWW in Amsterdam. WaterLOUPE will be one of the elements presented and discussed. Aim of the session will be to discuss with other multinationals what their current strategy is on coping with water scarcity related risks and launch the WaterLOUPE ‘ambassadors network’ a network of companies supporting the WaterLOUPE approach. We will build on an earlier session organized in 2015 in which KCC was a key note speaker and present the results of the intensive collaboration between Deltares and KCC.
• Communication strategy prepared by both corporate communication departments of KCC and Deltares to present and share the WaterLOUPE dashboard (websites video social media AIWW conference one-on-one meetings)
In this project the innovation lies mostly in the coupling of data from different scales (global national local and mill scale) the processing of these data and the visualization of the results in an understandable and simple way based on scientifically sound concepts. WRI has a global tool (Aqueduct) that presents water related risks to business at the global scale. Deltares is also partner in the development of that tool. WaterLOUPE is clearly the next step in which water scarcity risks are put “under the loupe” meaning it shares detailed information at the local level so that multinationals and other stakeholders in a basin can take timely measures by using the same knowledge base. Developing such a tool in direct cooperation with a multinational is new to Deltares and to Kimberly-Clark and to our knowledge has not been done before.The new module focusing on adaptation strategies will calculate what we call a “water – marginal cost curve” meaning it will couple data on the costs per year of a measure or a combination of measures with the increase or decrease of the water gap. This development needs an innovative approach as new data sources and smart computation will enable to present the relevant information to the user of WaterLOUPE.Key for these innovative developments is also the participatory element whereby the global to local coupling is done in a collaborative way by including stakeholders in the process.
Alle partijen krijgen alle resultaten van het Project ter beschikking. De resultaten van de samenwerking kunnen breed verspreid worden. Partijen kunnen over deze resultaten vrijelijk publiceren. De resultaten zullen volledig openbaar beschikbaar zijn, met uitzondering van ter beschikking gestelde achtergrondkennis.
De informatie over dit project wordt kenbaar gemaakt via de website van de TKI Deltatechnologie (projectbeschrijving) en de projectwiki van Deltares (projectvoortgang en resultaten).
Na de datum waarop deze Overeenkomst in werking is getreden, maar uiterlijk tot een jaar voor de beoogde datum waarop het Project zal zijn voltooid, kunnen ondernemers en/of onderzoeksinstellingen, die op het terrein van het relevante subsidieprogramma van het TKI werkzaam zijn alsnog als Partij toetreden. Een later toetredende Partij zal een nader overeen te komen bijdrage in kind en/of in cash moeten leveren die in redelijke verhouding staat tot zijn relatief aandeel in het Project na toetreding. De overige Partijen ontvangen vervolgens naar rato een terugbetaling en/ of gedeeltelijke vrijstellingen van hun nog te leveren bijdrage in kind, voor zover niet besloten wordt de bijdrage van de later toetredende Partij aan het projectbudget toe te voegen.
